Africa poses major\r\nchallenges, both in its operation, in

its\r\ncharacteristics, and in the indicators generally used\r\nto

analyze it. Almost all of its actors are informal and\r\nthe majority

of jobs available are self-employment,\r\nwith a fairly high level of

underemployment.\r\nInformal workers are often poorly paid

and\r\ngenerally receive wages below the poverty line. In\r\naddition,

they have no social security cover or\r\npension plan, and are often

exposed to dangerous\r\ntasks.\r\nPolicy Responses to unemployment

and\r\nunderemployment include support for very small\r\nbusinesses,

for example through targeted training for\r\nbusiness start-up and 
            
90
consolidation, incubators and\r\naccelerators. These policies should

also promote the\r\nnon-skilled labor intensive sectors, such as

light\r\nindustry and processing of agricultural, horticultural\r\nand

fishery products, through the establishment of\r\nsuitable industrial
